Update: Pump Station Removal Project Continues
The V.I. Waste Management Authority updates the Anna’s Retreat residents of the work on the Weymouth Rhymer pump station removal project. The scope of work for this project has included the completion of the sleeve and the installation of the 15-inch sewer line, and the construction of a new 12-inch sewer line and three manholes along the east side of Weymouth-Rhymer Highway.

Virgin Islands Energy Blast for October
Weatherization Day is being recognized in the Virgin Islands on October 28. The media and public officials have been invited to learn how the program will help low-income residents become energy efficient in their homes. The Weatherization Assistance Program’s (WAP) expects to audit and weatherize 800 Virgin Islands homes over the next two years.Details of the program will be explained by WAP staff members at 2 p.m., Oct. 28, in the Energy Office parking lot (behind the Department of Natural Resources building in Estate Mars Hill).

Feds OK More Unemployment Insurance Funds for V.I.
The U.S. Department of Labor approved releasing $1.3 million in unemployment insurance modernization incentive funds to the U.S. Virgin Islands Friday, according to the V.I. Labor Department. The territory qualified for these funds by making unemployment benefits available to part-time workers and by including certain family-friendly provisions in its unemployment insurance law, according to a Labor Department statement.

Human Services really stretches $250,000 grant
ST. THOMAS — Human Services is proving that the Virgin Islands can do a lot with a little. The V.I. Human Services Department is hosting four 12-session training courses for executive directors of the territory’s nonprofits; two half-day sessions for nonprofit board members; a two-day nonprofit executive director training session with a Harvard professor; four information sessions to teach nonprofit managers about government assistance programs; quarterly best-practices meetings for government officials who work with nonprofits; and awarding mini-grants — all for $250,000.

U.S. Virgin Islands to Receive More Than $23 Million in Additional Recovery Funds
U.S. Secretary of Education Arne Duncan today announced that an additional $23,418,334 is now available for the U.S. Virgin Islands under the American Recovery and Reinvestment Act (ARRA) of 2009. To date, the U.S. Virgin Islands has received $81,421,768 through the ARRA.

Territory to Get $8 Million to Improve Broadband
The territory will be getting two more federal stimulus grants worth $8.1 million to help promote better broadband services, access and education, the U.S. Department of Commerce announced Monday. “In a globalized 21st century economy, when you don’t have regular access to high-speed Internet, you don’t have access to all the educational, business and employment opportunities it provides,” U.S. Commerce Secretary Gary Locke said in a statement announcing 35 different grants across the nation. “These critical Recovery Act investments will create jobs and lay the groundwork for long-term sustainable economic growth in communities across America.”

Energy Office Sets Deadline for ARRA Grant Applications
The Virgin Islands Energy Office has set Sept. 10 as the deadline for accepting applications from non-profit organizations for grants for energy savings projects. The approved projects will be funded under the VIEO’s Discretionary Grant Program, which in turn is utilizing funds available from the American Reinvestment and Recovery Act (ARRA) of 2009. Projects can receive up to $50,000 in funding, but need a match equal to $4,000 from the organization. The Energy Office, a division of Office of the Governor, has already received 17 applications and estimates that there might be funds available for 15 more projects.

U.S. Labor Department Releases $667,000 in Unemployment Insurance Funds to V.I.
The U.S. Department of Labor today certified for release $667,637 in unemployment insurance modernization incentive funds to the U.S. Virgin Islands. The V.I. qualified for a portion of the territory’s share of the funds available under the American Recovery and Reinvestment Act (ARRA) by updating its unemployment law to allow workers to use recent earnings to qualify for benefits.

Feds Step Up With Money for Ferries, Traffic Safety
Monday saw $200,000 in grant money added to the territory's funds for purchasing new ferries for the route between St. Thomas and St. John, according to a Government House release. The funds come from a grant from the Federal Highway Administration and will be added to the $5.1 million in funds that the V.I. Department of Public works has set aside for the purchase of two new ferries for the route.

Federal Stimulus Funds will help preserve reefs
The Virgin Islands Resources Conservation and Development Council has been awarded a $61,000 stimulus grant from the National Oceanic and Atmospheric Administration. The nonprofit will use the grant money, which supplements a $2.78 million initial award last year, to complete work it is doing at St. John’s Fish Bay to reduce the sediment impact on coral reefs, said Julie Wright, the U.S. Department of Agriculture coordinator for the V.I. Resources Conservation and Development Council.

Brief: U.S. Senate Passes Extension to V.I. Medicaid Cap Increase
The U.S. Senate passed a bill Wednesday that would extend the 30 percent Medicaid cap increase for the territories through the third quarter of fiscal year 2011, according to a statement from Delegate Donna Christensen. Under the American Recovery and Reinvestment Act federal stimulus package, the cap that limited Medicaid funding to the territory was lifted by 30 percent until Dec. 2010. If the provisions in the Senate bill are enacted into law, the increase will be extended until increases in the recent U.S. health reform act take effect in the fourth quarter of fiscal year 2011.

Energy Office Rebate Program Winds Down in August
The V.I. Energy Office’s Energy Star appliance rebate program is a “victim of its own success,” according to Energy Office Director Bevan R. Smith Jr., and Aug. 15 is the last day for residents to get in on the deal. Money is running out on the program, Smith said in a statement Friday, and those purchasing an appliance will have until Sept. 15 to submit the paperwork.

Senators Ponder Future Without Federal Stimulus Money
Lawmakers examined the territory's financial future Thursday as representatives from the Office of the Governor and the Office of Management and Budget (OMB) went before the Committee on Appropriations and Budget. Included in Gov. John deJongh, Jr.’s budget for fiscal year 2011 was $70.9 million from the American Recovery and Reinvestment Act to be distributed to the departments of Education and Finance, the University of the Virgin Islands and the Office of Economic Opportunities.

Federal Funds Helping Public Works to Do More Than Just Paving
Public Works Commissioner Darryl Smalls came before the V.I. Senate with his top staff Thursday to outline his department's 2011 budget request of $25.9 million--a decrease of 7.8 percent from fiscal year 2010. Public Works will also receive $225,000 from the St. John Capital Improvement Fund to help with projects on St. John, and $300,000 from the Tourism Revolving Fund for Carnival festivities across the territory. Of that funding, wages and salaries comprise $8.5 million; fringe benefits $3.3 million; utilities $750,000; supplies $547,000, and $12.8 million in other services and charges.

Stimulus funds put 70 Virgin Islanders to work
The V.I. Department of Human Services has subsidized the employment of 70 Virgin Islanders since November through federal stimulus funds, placing them in jobs that could become permanent, officials said. The department hired out the first subsidized position in November through the Community Services Block Grant, spokeswoman Clarrisa Warrington said. In May, the department was able to expand the program again through a grant from Temporary Assistance for Needy Families -- TANF.

Human Services Progresses With Early Childhood Initiatives
The Department of Human Services Office of Childcare and Regulatory Services (OCCRS) has made considerable strides toward its mission to provide quality childcare for the children of the Virgin Islands. The efforts are far-reaching and part of the long-standing goal of the department to promote the benefits of early learning. Mini-grants totaling $233,761 were awarded to 105 childcare providers territory-wide for fiscal year 2009-2010. Recipients of the grants will use the funds to improve quality childcare through enhancing the educational curriculum, health and safety standards, and overall operations. Forty-eight providers received grant funds totaling $103,061 on St. Croix and 57 providers on St. Thomas received a total of $130,700, according to a press release from DHS.

Congress Provides Significant Tax Incentives for 2009 Filers
The U.S. Government provides several tax benefits that taxpayers can claim on their 2009 income tax returns. For U.S. Virgin Islands residents, these incentives would be taken on Form 1040 as filed with the Virgin Islands Bureau of Internal Revenue (BIR) on April 15, 2010, or later with applicable extensions. Specifically, as part of the American Recovery and Reinvestment Act (ARRA) signed into law by President Barack Obama on February 17, 2009, Congress introduced many tax incentives that can help U.S. Virgin Islands residents save on their 2009 income taxes. These incentives apply to areas such as new home purchases, college tuition credits, energy savers, job credits, unemployment benefits, earned income credits and new car purchases. In some cases as noted where applicable, these benefits can also be taken on 2010 returns.

EPA Helps Put America Back to Work Protecting Human Health and Cleaning Up the Environment
In a move that will boost the economy, create new jobs, build the foundation for long-term economic strength, and protect human health and the environment, the U.S. Environmental Protection Agency (EPA) today announced a national competition for $156 million in funding to jumpstart clean diesel projects through the American Recovery and Reinvestment Act of 2009 (ARRA). The projects will create jobs and reduce harmful diesel pollution. Nearly $18.5 million of this funding is slated for projects in EPA Region 2, which covers New Jersey, New York, Puerto Rico, the U.S. Virgin Islands and seven federally recognized Indian Nations. EPA is encouraging organizations and government entities to apply for the National Clean Diesel Funding Assistance Program. Applications are due by April 28, 2009.

Delegate to Congress outlines USVI education funding in stimulus plan
WASHINGTON, USA: Delegate to Congress Donna Christensen said on Tuesday that the US Virgin Islands is slated to receive several categories of funding for education under the American Recovery and Reinvestment Act (ARRA). The territory will receive $9,442,219 under Title I funding, $1,108,389 for Educational Technology State grants and 352,124 under the Individuals with Disabilities Education Act (IDEA). The US Virgin Islands will share an approximate $268,000,000 in State Fiscal Stabilization funding with the other insular territories.

Territory Gets $570,662 in HUD Grants for Homeless
The US Department of Housing and Urban Development awarded the territory $570,662 in grants to help the homeless, marking the first time in recent years that the Virgin Islands has secured all available funding under the HUD's Continuum of Care grant program.
