Description:
A total of $163,000 of ARRA CSBG funds under this plan will be used to transition a minimum of 16 youth out of Foster Care accordingly. The project will provide tuition assistance at the University of the Virgin Islands (St. Croix or St. Thomas campus) and housing subsidy for Foster Care Youth ages 18-21, for two college years.

Achievements:
  • A total of $163,000 of ARRA CSBG funds under this plan was used to transition a minimum of 16 youth out of Foster Care accordingly.
  • The project provided tuition assistance at the University of the Virgin Islands (St. Croix or St. Thomas campus) and housing subsidy for Foster Care Youth ages 18-21, for two college years.
  • Twenty-five percent of the grant ($426,000) was used to create jobs for and hire 56 TANF recipients in full-time employment in twenty partnering non-profit organizations. The hires were paid minimum wage. DHS paid 100% of the wages plus the fringe benefit cost.
  • Non-profits were chosen based on their descriptions of the supervision and training the TANF recipients would receive plus a commitment to attempt to retain the successful ones.
  • In the end, the recipients received up to 18 months of subsidized work plus this time did not count against their lifetime 60 months of TANF eligibility.
